Expand the Urban Development Boundary for South Dade Logistics District
Economy & Taxes
◐ Partial
"I will not support development that threatens Biscayne Bay or our environment without meaningful environmental mitigation."
Campaign Raquel Regalado Campaign Website · raquelregalado.com · 2020
In 2022, Regalado initially opposed expanding Miami-Dade's Urban Development Boundary to allow a South Dade logistics and warehouse district but reversed her vote to approve it after developers agreed to donate more than 200 acres to the county's environmental lands program. Environmental advocates and her 2024 opponent, Chantel Rhodes-Grant, criticized the flip as undermining Biscayne Bay restoration efforts. The Miami Herald noted the controversy in its October 2024 endorsement coverage.

Gov. Record Raquel Regalado Campaign Website · raquelregalado.com · 2020; Miami-Dade County District 7 Commissioner Bio · miamidade.gov · 2022
As County Commissioner, Regalado created autism-sensitivity training for Miami-Dade County employees and established a special abilities committee in Key Biscayne. She continued advocacy she began on the Miami-Dade School Board, where she had established the Autism Intensive Communication Academy and secured private funding for Sensory Rooms at three elementary schools. Her neurodivergent advocacy has been a consistent through-line across both elected roles.

Bring Tri-Rail to Downtown Miami
Infrastructure
◐ Partial
"Connecting Tri-Rail to downtown Miami is a game changer for our residents — we will get this done."
Campaign Raquel Regalado Campaign Website · raquelregalado.com · 2020
Regalado served as chair of the South Florida Regional Transportation Authority (SFRTA), the tri-county board overseeing Tri-Rail, and championed the Tri-Rail Coastal Link extension to downtown Miami's MiamiCentral station. While the project has advanced with her advocacy — including securing planning approvals and coordination with Brightline's existing downtown infrastructure — the full extension has not yet been completed. The Miami Herald cited this advocacy as a documented accomplishment of her first term in its October 2024 endorsement.

Expand Affordable Housing Options in District 7
Housing
✓ Kept
"We must create more affordable housing options for District 7 residents who are being priced out of the communities they helped build."
Campaign raquelregalado.com · 2020 campaign platform
Regalado sponsored legislation to allow accessory dwelling units in single-family homes in unincorporated Miami-Dade to create more affordable housing options. She also co-sponsored Miami-Dade's Tenant Bill of Rights granting more protections to renters. Both measures passed the County Commission.

Accelerate Septic-to-Sewer Conversions to Protect Biscayne Bay
Environment
✓ Kept
"My top priority is the massive undertaking of septic-to-sewer conversions needed to protect Biscayne Bay — this is our most critical infrastructure challenge."
News Source raquelregalado.com · Islander News · October 2024
Regalado made septic-to-sewer conversion her signature issue as commissioner. She passed a moratorium on the sale of county property not connected to a sewage system, created new septic tank standards to reduce leakage into waterways, and led the rebuilding of Miami-Dade's water and sewer department in compliance with consent decrees. The Miami Herald endorsed her re-election citing this work specifically.

Raquel A. Regalado is the Miami-Dade County Commissioner for District 7, first elected in November 2020 and re-elected in November 2024. She is the first Miami-born Hispanic woman elected to the Miami-Dade County Commission. The daughter of former City of Miami Mayor Tomás Regalado, she earned her B.A. from Florida International University and her J.D. from St. Thomas University School of Law. She is a licensed attorney practicing in Florida state courts and the U.S. District Court for the Southern District of Florida. She is also the Director of St. Thomas University's Institute for Ethical Leadership. Her entry into public service was motivated by her two children, both on the autism spectrum — frustrated by the lack of public school options for children with disabilities, she ran for the Miami-Dade County School Board in 2010 and won District 6, serving until 2016. As a School Board member she championed a billion-dollar bond initiative for school facilities and programs for special needs children. She has hosted Spanish-language radio and television programs since 2008 and currently contributes news analysis to Mega TV. District 7 covers East Kendall, the City of Miami, Coconut Grove, Coral Gables, Key Biscayne, Pinecrest, and South Miami.
Miami-Dade County Commissioners represent one of 13 districts and serve four-year terms. Commissioners set county policy, vote on legislation and resolutions, approve the annual budget, review development plans, and represent their constituents before the full Board. District 7 covers East Kendall, the City of Miami including Coconut Grove, Coral Gables, Key Biscayne, Pinecrest, and South Miami. Commissioner Regalado serves on multiple committees and has focused her tenure on septic-to-sewer infrastructure, Biscayne Bay protection, affordable housing, transportation, and services for neurodivergent residents. She has claimed to have passed more legislative items than any other commissioner during her first term.
