Rolando Escalona was born in Havana, Cuba, and immigrated to the United States, growing up in Miami, Florida. He built his career in the hospitality industry, starting as a busboy and rising to become general manager of a major Brickell restaurant where he oversaw large teams and complex operations. He was elected City of Miami Commissioner for District 3 in a special election held in December 2025, succeeding Joe Carollo. His district encompasses the historic neighborhoods of Little Havana, East Shenandoah, West Brickell, Silver Bluff, and The Roads.
The City of Miami Commissioner for District 3 serves as one of five members of the Miami City Commission, the legislative body of the City of Miami. Commissioners vote on city ordinances, the annual budget, land use and zoning matters, and policy affecting municipal services. They also serve as direct advocates for the residents and neighborhoods within their district.
