The Promise
"We will invest in our police department and make sure our residents feel safe in their neighborhoods. Building better together means ensuring public safety is a top priority for this administration."
Campaign
John H. Taylor Jr. Campaign Platform · City of Opa-locka Mayoral Race · 2022
The Record
Mayor Taylor's administration has pursued community policing through specific initiatives including the 'Opa-locka Power' program and youth mentorship through the Explorers program, both aimed at reducing gun violence and strengthening police-community relations, as highlighted in the 2025 State of the City address. Taylor publicly praised law enforcement efforts while acknowledging ongoing challenges. Despite these targeted programs, Opa-locka continues to face persistent public safety challenges, meaning the promise of comprehensive neighborhood safety remains only partially fulfilled.

The Record
As of the 2025 State of the City address, Taylor's administration reported resurfacing 4.5 miles of roads, plans to install 2.7 miles of new sidewalks, and a $3 million allocation for flood mitigation targeting areas like Glorieta Gardens. Additionally, as confirmed by the City of Opa-locka's official calendar, a Miami-Dade Water and Sewer Department improvement project on NW 42 Avenue (East 57 Street to NW 128 Street) began in October 2025 and is expected to run through July 2026, representing active water and sewer infrastructure upgrades. Despite meaningful progress, full infrastructure rehabilitation across roads, water systems, and drainage remains incomplete.

John H. Taylor Jr. Mayoral Campaign Statements · 2022
The Record
In 2024, Taylor's administration achieved a key transparency milestone by successfully submitting all outstanding city audits to the state of Florida, a step described as crucial to ending financial oversight. At the January 2025 State of the City address, Mayor Taylor stated the city was 'not out of financial oversight just yet,' though he characterized the process as nearly complete. As of April 2026, Taylor's active re-election campaign website continues to describe fiscal reform work as ongoing, and no official announcement of a formal exit from state financial oversight has been confirmed, indicating the promise remains partially fulfilled.

The Record
While still serving as City Commissioner, Taylor hosted the inaugural Conga Loca Hispanic Street Festival in October 2021, establishing the annual event before becoming Mayor. As Mayor, he continued hosting annual Hispanic heritage programming; the City's official calendar confirmed the 2024 CongaLocka Latin Street Fest at The ARC (675 Ali Baba Avenue), and a successor Hispanic cultural event, Taste of Opa-Locka, was held on September 13, 2025 at Sherbondy Park, presented by the Mayor and Commission. Taylor also revived the Arabian Nights Festival to celebrate the city's Moorish heritage, and the City Commission passed a resolution in September 2025 formally approving the 2026 Arabian Nights Festival. This pattern of sustained, multi-community cultural programming supports the 'Kept' assessment.

The Record
Taylor's administration has taken multiple documented economic development steps: relaunching the Opa-locka Chamber of Commerce, acquiring over $6 million in CRA real estate, distributing nearly $1 million in small business grants in 2024, and expanding the Business Façade Improvement Program citywide. Most significantly, as reported by WLRN and the Miami Times in April 2025, Phase I of the 'City Terrace' downtown redevelopment project — involving 444 mixed-income residential units, 27,000 square feet of commercial space across four buildings, and projected to generate $200 million in economic output and approximately 900 jobs — was scheduled to break ground in 2025 with full occupancy expected by 2027. As of April 2026, no independent confirmation of a completed groundbreaking has been identified; the project remains in active development. The 'destination city' vision is under active construction but not yet realized.
