Joseph L. Kelley is a long-serving public official in Opa-locka, Florida. He first entered city government as a Commissioner in 2000, serving until 2004, then was elected Mayor and served from 2004 to 2010. He returned to the commission as Vice Mayor from 2012 to 2020 and was re-elected as Commissioner in 2022, assuming the Vice Mayor role again in 2024. Outside of politics, Kelley has served as Pastor of Holy Temple Missionary Baptist Church in Opa-locka since 1989, making him a prominent faith and community leader in the city for over three decades.
