"Work hard to keep our families safe while improving the quality of life for all the residents of Miami-Dade County District 12."
Campaign jcbermudez.com · 2022 Campaign Website
Bermudez joined Miami-Dade County Mayor Levine Cava and other officials at the February 12, 2025 groundbreaking of Upland Park, a $1 billion mixed-use Transit-Oriented Community adjacent to the Dolphin Park and Ride Metrobus Station in west Miami-Dade — a development within District 12 that directly connects residents to transit, jobs, and essential services. He publicly stated: 'As our community continues to grow, we must prioritize smart, sustainable development that enhances connectivity and quality of life.' Beyond this event, no standalone quality-of-life program specifically authored or delivered by Bermudez has been identified in Miami-Dade County Commission records during his tenure (2022–2026). Ribbon-cutting ceremonies and community events are documented on his official website but represent standard commissioner duties rather than a distinct initiative tied to this promise.

"Look for innovative ideas to solve our traffic and transit issue."
Campaign jcbermudez.com · 2022 Campaign Website
In February 2025, Bermudez was listed as a named official participant in the groundbreaking of Upland Park, a $1 billion mixed-use Transit-Oriented Community (TOC) at the Dolphin Park and Ride Metrobus Station in western Miami-Dade, within District 12. The project connects Doral-area residents to the 836 Expressway's dedicated bus lane and Metrobus 836 Express Route linking to Downtown Miami. Bermudez stated the development was 'a significant step forward in ensuring that residents of West Dade have greater access to transit, jobs, and essential services.' He also continues to sit on the Miami-Dade TPO Governing Board and the Transportation Committee. However, no specific innovative transit solution or traffic improvement project independently authored and attributed solely to Bermudez has been identified in commission records during his tenure (2022–2026); his role in Upland Park was as a co-participant rather than lead sponsor.

Champion Human Rights and Advocate for Freedom in Cuba
Government Reform
◐ Partial
"Advocate for human rights and champion freedom for the people of Cuba."
News Source Community Newspapers (Doral Tribune) · communitynewspapers.com · July 2022
Bermudez has a documented history of Cuba freedom advocacy predating his county commission tenure, including chairing the International Affairs Committee of the U.S. Conference of Mayors as Doral Mayor. During his commission tenure, he promoted the 2023 CABA on Cuba Conference 'International Human Rights & Legal Advocacy: The Cuba Case' via his LinkedIn page, representing a documented public act of Cuba human rights engagement. He also serves as Vice Chair of the International Trade Committee, maintaining engagement with international affairs. However, no formal county resolution, proclamation, or other official commission-authored action specifically championing Cuban human rights during his tenure (2022–2026) has been identified in public record; documented engagement remains informal or reputational rather than through a formal legislative deliverable.

"Support our small businesses to boost our economy by attracting the best paying jobs."
Campaign jcbermudez.com · 2022 Campaign Website
Bermudez serves as Vice Chair of the International Trade Committee, relevant to economic development and business attraction. In February 2025, he participated in the groundbreaking of Upland Park, a $1 billion mixed-use Transit-Oriented Community in western Miami-Dade, which developers and county officials described as a project that will create jobs and generate new tax revenues for the county. He hosts ribbon cutting and grand opening ceremonies for businesses in District 12, documented on his official website. However, no specific small business grant program, economic development initiative, or documented job creation measure independently authored or sponsored by Bermudez has been found in public commission records during his tenure (2022–2026); his role in economic development appears participatory and ceremonial rather than through standalone legislation.

No specific documented legislation, budget allocation, resolution, or program specifically supporting police, firefighters, teachers, or healthcare workers in District 12 was found in Miami-Dade County Commission records during Bermudez's tenure (2022–2026). A review of his official District 12 website, commission meeting agendas, and local news coverage through April 2026 did not surface any concrete initiative or deliverable tied to this promise. Bermudez's term runs through November 2026, but more than three years into office, the commitment remains a broad statement of support with no documented action toward fulfillment.

Fight Wasteful Spending by Miami-Dade County Government

◐ Partial
"Fight against wasteful spending by our county government."
Campaign jcbermudez.com · 2022 Campaign Website
Bermudez was appointed Chairman of the Miami-Dade Board of County Commissioners' Government Efficiency and Transparency Ad Hoc Committee, a body whose stated focus is 'improving government operations efficiencies and enhancing accountability while centering on innovation and legislative reform.' A February 13, 2025 committee meeting documented discussions on digitizing government processes, creating a public-facing resident suggestion website, and reviewing procurement regulations for inefficiencies. However, the committee's current official webpage does not confirm Bermudez as active chairman as of 2026 — his chairmanship status should be independently verified. No specific county budget reduction, wasteful spending elimination, or enacted reform solely attributable to Bermudez has been documented in public record through April 2026. The committee shows process-level engagement but no completed deliverable has been publicly confirmed.

Bring Honesty, Efficiency and Transparency to Miami-Dade County Government
Government Reform
◐ Partial
"He will bring transparency and ethics to the board of commissioners of Miami-Dade County — honesty, transparency, efficiency of government, and getting things done."
Campaign jcbermudez.com · 2022 Campaign Website · Doral Family Journal · August 2022
Bermudez was appointed Chairman of the Miami-Dade BCC Government Efficiency and Transparency Ad Hoc Committee, whose stated mission is 'improving government operations efficiencies and enhancing accountability while centering on innovation and legislative reform.' The committee held a documented meeting on February 13, 2025, where members discussed digitizing county processes, proposing a public-facing resident input website for efficiency ideas, and reviewing procurement regulations to eliminate bureaucratic bottlenecks. In January 2025, Miami-Dade Mayor Levine Cava's WISE305 initiative referenced working with the BCC to review policies older than a decade to sunset unnecessary regulations, indicating an institutional context in which the committee's work is occurring. However, no specific transparency policy, ethics reform, or enacted efficiency measure independently authored by Bermudez has been documented in public record through April 2026; his chairmanship status on the committee should be independently verified against current official records.
