As Chair of the Miami-Dade County Housing Committee, Bastien shifted county policy to require all District 2 housing projects to start at a minimum of 40% AMI, replacing the prior county standard of 120–140% AMI that served higher earners. Marleine Bastien is the Miami-Dade County Commissioner for District 2, elected on November 8, 2022. She is the first Haitian-American woman elected to the Miami-Dade County Commission. Born in Pont-Benot, Haiti, she immigrated to the United States and earned her Master's degree in Social Work from Florida International University in 1987. She began her career as a medical social worker at Jackson Memorial Hospital serving families affected by HIV/AIDS and sickle cell anemia. In 1994 she received the Miami-Dade County Volunteer of the Year Award and in 2000 the Miami-Dade County Social Worker of the Year Award. She founded the Family Action Network Movement (FANM) — a nationally recognized organization providing services in healthcare, housing, literacy, immigration reform, and economic empowerment to low and moderate-income families — and served as its Executive Director until December 2024. She has received Congressional recognition from Senator Bill Nelson, Congresswoman Corrine Brown, and Congresswoman Frederica Wilson, and was named one of the 35 Most Remarkable Women in the World by Essence Magazine. She serves as Chair of the Miami-Dade Housing Committee. District 2 covers portions of the City of Miami, North Miami, North Miami Beach, Opa-locka, Hialeah, and unincorporated areas of Liberty City, Biscayne Gardens, and North Dade Central.
