Ralph "Rafael" Rosado is a Miami native and graduate of Belen Jesuit Preparatory School who earned his B.A. from Florida International University, a Master in Public Affairs and Urban Planning from Princeton University, and a Ph.D. in City and Regional Planning from the University of Pennsylvania. He served as City Manager of North Bay Village, where he led the NBV100 master plan and a $60 million stormwater bond referendum that catalyzed over $3 billion in approved investment. He co-authored the Miami-Dade Affordable Housing Blueprint and has taught at the University of Miami and FIU. He was appointed to the City of Miami's Miami Forever Bond Board, overseeing $400 million in citywide infrastructure investments. He was elected Commissioner of District 4 on June 3, 2025.
The City of Miami Commission is a five-member legislative body that enacts ordinances, sets the city budget, approves land use and zoning changes, and provides policy oversight for municipal operations. The District 4 Commissioner represents neighborhoods including Flagami, West Flagler, Little Havana, Coral Gate, Shenandoah, and Silver Bluff, and votes on matters affecting city services, infrastructure, and development.
