As a state representative, Lopez sponsored and passed House Bill 1029 β the My Safe Florida Condominium Pilot Program β signed into law July 1, 2024. The program enables condo inspections and provides grants to harden buildings. However, this was accomplished prior to her appointment to the Miami-Dade County Commission in November 2025. No county-level legislative or policy action on condominium safety has been publicly documented since she took office as District 5 commissioner. Vicki L. Lopez is the Miami-Dade County Commissioner for District 5, appointed by the Commission on November 18, 2025 to fill the seat vacated by Eileen Higgins who resigned to run for Miami Mayor. She will hold the seat until the 2026 election when it will be up for grabs. Lopez was previously a Florida State Representative for House District 113, which she flipped from Democrat to Republican in 2022 by 2 points β a notable upset. During her legislative tenure she passed more than half her bills including 75% of those she carried in the 2024 session, earning a reputation as an effective legislator. She is known for her work on condo reform legislation following the Surfside condominium collapse. She previously served as a Lee County Commissioner in the 1990s, during which she was convicted of honest services fraud and served 15 months in prison before President Bill Clinton commuted her sentence β a conviction later set aside by a federal district court following U.S. Supreme Court decisions that narrowed the applicable definition of fraud. The appointment was contested β Vice Chair McGhee and four other commissioners voted for a special election instead, arguing voters should choose the replacement. District 5 covers parts of Miami and Miami Beach including Brickell, Downtown Miami, Little Havana, Miami River, South Beach, Shenandoah, and West Flagler.
Miami-Dade County Commissioners represent one of 13 districts and serve four-year terms. Commissioners set county policy, vote on legislation and resolutions, approve the annual budget, review development plans, and represent their constituents before the full Board of County Commissioners. The Commission serves as Miami-Dade's primary legislative and policy-making body overseeing a county government of approximately 23,000 employees and a $12 billion annual budget serving nearly 3 million residents.
