Rutherford voted in favor of the American Health Care Act (AHCA) on May 4, 2017, during the 115th Congress, fulfilling his pledge to vote to repeal and replace the ACA at the House level. The Senate failed to pass any replacement bill, leaving the ACA intact. In late 2025, Congress debated the expiration of ACA subsidies; Rutherford did not publicly support extending them, and the Senate ultimately rejected both a Democratic extension bill and a Republican HSA alternative in December 2025. As of May 24, 2026, the ACA remains federal law and Rutherford's broader promise to protect constituents from it has not been achieved through enacted legislation.

Rutherford has engaged in legislative efforts to criminalize the doxxing of law enforcement officers. H.R.8927, introduced in the 119th Congress on May 20, 2026, is a bipartisan bill to amend Title 18 of the U.S. Code to prohibit doxxing of law enforcement, prosecutors, and judges; it was introduced by Rep. Josh Gottheimer (D-NJ-5) with Rutherford listed as a cosponsor, and was referred to the House Judiciary Committee. John H. Rutherford is the U.S. Representative for Florida's 5th Congressional District, affiliated with the Republican Party, having been first elected in 2016 and most recently reelected in 2024. Before serving in Congress, Rutherford spent 41 years at the Jacksonville Sheriff's Office, ultimately serving as Sheriff of Duval County from 2003 to 2015. He earned an Associate of Science in Criminology from Florida Junior College at Jacksonville in 1972 and a Bachelor of Science in Criminology from Florida State University in 1974. Rutherford sits on the House Appropriations Committee, serving on three subcommittees: Homeland Security, Military Construction and Veterans Affairs, and Transportation and Housing and Urban Development. His legislative priorities have reflected his law enforcement background, with a focus on border security, public safety, and veterans' affairs. He has declared candidacy for the Republican primary scheduled for August 18, 2026, seeking another term representing the Jacksonville-area district.
