Student Debt Relief and Borrower Protection
Economy & Taxes
◐ Partial
The Promise
"Student debt relief is about racial justice. It is about economic justice. This is something that impacts young folks, older folks, and people across the country — and we cannot allow a corrupt court to tell the people of our nation that only wealthy children should have the opportunity to get their education without going into crushing debt."

NASFAA / Department of Education Public Hearing · July 19, 2023 · https://www.nasfaa.org/news-item/31209/Biden_s_Debt_Relief_Plan_Heads_to_Negotiated_Rulemaking_Public_Hearing
The Record
Frost has been among the most active House members on student debt relief since taking office in January 2023. On February 28, 2023, he signed a letter to President Biden urging student debt cancellation ahead of the Supreme Court oral arguments. On June 15, 2023, he joined Congressional Hispanic Caucus colleagues in a separate letter to Biden urging relief for Latino borrowers. When the Supreme Court struck down Biden's broad forgiveness plan in June 2023, Frost released a statement calling the decision discriminatory against working Americans and publicly urged the administration to find alternative legal pathways. He voted NO on H.J.Res.45, which would have ended Biden's student loan payment pause and forced immediate repayments — a bill Biden vetoed. In the 119th Congress under the Trump administration, broad federal student debt relief has been effectively reversed — the administration moved to restart collections on defaulted loans in May 2025 and began unwinding income-driven repayment protections. Frost has publicly opposed these reversals but has no legislative vehicle to stop executive action in the Republican-controlled House. His advocacy record on this issue is consistent and documented but no comprehensive debt relief legislation he has supported has been enacted.

He re-introduced it as H.R. 4100 in the 119th Congress on June 24, 2025, this time with a bicameral companion bill from Sen. Jeff Merkley (D-OR). As of May 27, 2026, H.R. 4100 remains referred to the House Committee on Financial Services and the Committee on Veterans' Affairs with no floor vote, passage, or enactment recorded.

The Record
Frost and Sen. Chris Murphy held a People's Town Hall at the Haw River Ballroom in Saxapahaw, North Carolina (Rep. Richard Hudson's 9th Congressional District) on April 24, 2025, as part of the DNC's 'The People's Town Hall' campaign responding to Republican members being advised not to hold in-person constituent meetings. Approximately 400 attendees were present. The pair subsequently held a second town hall in Sarasota, Florida (Rep. Greg Steube's 17th Congressional District) in May/June 2025. Both events were documented by AP, CT Mirror, Florida Phoenix, Orlando Weekly, and MSNBC. These were concrete, completed actions fulfilling Frost's commitment to constituent engagement beyond his own district.
