The Record
Bilirakis has consistently opposed spending increases through floor speeches and constituent forums, voting against a prior debt-ceiling increase (H.R. 1314) and publicly calling for 'common sense reforms for a more fiscally responsible budget.' In January 2026, he supported the FY2026 Appropriations package, which included $5.5 million in local community projects he sponsored — a tension with his fiscal restraint rhetoric. As of May 27, 2026, no specific legislation authored solely by Bilirakis that directly curtails federal spending has been enacted into law, leaving his commitment partially fulfilled through rhetoric and select votes but not transformative legislative action.

Bilirakis has a documented record of bipartisan legislative activity. Ballotpedia's 2020 Candidate Connection survey records him claiming 11 authored bills signed into law since 2019, and a 2024 House press release referenced 47 total bills signed since 2015. In the 119th Congress (2025–2026), he introduced multiple bipartisan bills including H.R. 8095 (Ensuring Medicaid Continuity for Children in Foster Care Act, introduced March 26, 2026) and H.R. 8000 (END 7-OH Act, introduced March 19, 2026), both referred to committee. He also co-authored eight health care policy measures included in the FY2026 Appropriations package passed by the House in January 2026. As of May 27, 2026, no 119th Congress bills he sponsored have been enacted into law.

He was also a co-sponsor on related PACT Act provisions and authored key burn pit presumption provisions included in the final bill, inspired by constituent Lauren Price.
