Castor voted in favor of the Inflation Reduction Act (H.R. 5376) in August 2022, the largest federal climate investment in U.S. history, and chaired the House Select Committee on the Climate Crisis during the 116th Congress where she sponsored the Climate Action Now Act (H.R. 9), which passed the House in May 2019 to prevent withdrawal from the Paris Agreement. However, the Senate never took up H.R. 9 and it did not become law. President Trump signed an executive order on January 20, 2025 initiating a second U.S. withdrawal from the Paris Agreement; that withdrawal formally took effect on January 27, 2026. While Castor has consistently voted and legislated in favor of carbon reduction goals, the core commitment to keep the U.S. in the Paris Agreement has been defeated by executive action outside her control as a House member.

Kathy Castor is the U.S. Representative for Florida's 14th Congressional District, a Democrat first elected to Congress in November 2006, making her the first woman to represent the Tampa Bay area in Congress. Before serving in Congress, she was a member of the Hillsborough County Commission and previously served as assistant general counsel for the Florida Department of Community Affairs. She earned a Bachelor of Arts in political science from Emory University in 1988 and a Juris Doctorate from Florida State University College of Law in 1991. Castor served as Chair of the House Select Committee on the Climate Crisis from 2019 to 2023, leading efforts to develop a comprehensive legislative roadmap for addressing climate change. She has been a consistent advocate for healthcare access, consumer protection, and infrastructure investments in the Tampa Bay region throughout her tenure in Congress.
