The Women's Health Protection Act passed the House 219-210 in July 2022 (H.R.8296, 117th Congress) but was blocked in the Senate; Buchanan voted against it. No comparable measure advanced in the 118th Congress after Republicans retook the House majority. Buchanan introduced the bipartisan AI Fraud Accountability Act (H.R.7786) on March 4, 2026, co-sponsored with Rep. Darren Soto (D-FL), with companion Senate legislation introduced simultaneously by Senators Tim Sheehy (R-MT) and Lisa Blunt Rochester (D-DE). The bill would create a new offense under the Communications Act prohibiting highly realistic AI-generated digital impersonations used to commit fraud, and would empower the FTC with enforcement authority. As of May 28, 2026, the bill has been referred to four House committees β€” Energy and Commerce, Judiciary, Science Space and Technology, and Foreign Affairs β€” but has not advanced beyond introduction. Given Buchanan's announced retirement effective January 2027, passage before he leaves office is unlikely without significant committee action.

Buchanan publicly declared his intent to run for the Ways and Means Committee chairmanship as early as April 2021 and actively campaigned for the role. Despite holding the most seniority on the committee and raising over $4 million for House Republicans β€” more than any non-leadership member β€” he lost the January 2023 chairmanship vote to Rep. Jason Smith (R-MO) in a contested two-ballot race decided by the GOP Steering Committee. Smith subsequently named Buchanan as Vice Chairman of the full committee and Chairman of the Health Subcommittee, the first Floridian to hold that gavel. In November 2024, Buchanan publicly declined to challenge Smith for the chairmanship again in the 119th Congress. He announced his retirement from Congress on January 27, 2026, departing without ever having held the full Ways and Means chairmanship he sought.

Before entering Congress, Buchanan built a career as a self-made businessman in Michigan and Florida, with experience in the printing and automobile dealership industries, and served six years in the Michigan Air National Guard. He earned a Bachelor of Science in Business Administration from Cleary University in 1975 and an MBA from the University of Detroit in 1986. Buchanan has served on the House Ways and Means Committee, where he has focused on tax policy, trade, and Medicare issues, and has been a consistent advocate for small business interests and Florida's Gulf Coast economy. In the 119th Congress, he introduced the AI Fraud Accountability Act in March 2026, reflecting a focus on emerging technology and consumer protection, and serves as Vice Chairman of the House Ways and Means Committee. Buchanan announced in January 2026 that he would not seek reelection and is serving out the remainder of his term through January 2027.
