Scott Franklin is the U.S. Representative for Florida's 18th Congressional District, a Republican who was first elected in 2020 and has served continuously since January 3, 2021. Before entering Congress, Franklin served as President and CEO of Lanier Upshaw, an insurance and risk management firm in Lakeland, Florida, for approximately 20 years. He earned a Bachelor of Science degree from the United States Naval Academy in 1986 and served as a Naval Aviator in the U.S. Navy, flying the S-3 Viking off multiple aircraft carriers. Franklin has sponsored legislation including the SCHEDULES Act of 2026, aimed at improving services for veterans, and has been active on issues affecting Florida's agricultural sector, including leading the Florida delegation in urging EPA action to support the citrus industry in March 2026.
