Championing the SAVE America Act for Voter ID Requirements
Government Reform
◐ Partial
"Luna said the SAVE America Act is a top priority and has stated: 'FISA dies unless SAVE America is attached. Period.' (The Hill, April 2026)"
News Source View Source ↗
The House passed the SAVE America Act in February 2026, a bill requiring proof of citizenship to register to vote in federal elections and presentation of a photo ID to cast a ballot. Luna has been the bill's primary House champion and in April 2026 threatened to block FISA reauthorization unless the SAVE America Act was attached, to pressure the Senate. As of late April 2026, Senate Majority Leader Thune had not committed to holding a vote, and Senate Democrats have said they will not provide the 60 votes needed to overcome a filibuster, leaving the bill stalled in the upper chamber.

Promoting American Energy Independence Including Coal
Infrastructure
◐ Partial
"I know and firmly believe that coal is the energy of the future. These ugly and ineffective turbines pose untold dangers to our state's coastal communities — my Florida Republican colleagues and I are committed to ensuring that no turbines are placed off of Florida's coasts."

Luna has consistently opposed the electrification transition through committee statements and legislative action. She sits on the House Natural Resources Committee and has publicly opposed offshore wind, calling turbines 'ugly and ineffective' and introducing an amendment requiring a GAO report on the adverse effects of wind energy. She has aligned with the Trump administration's pro-coal executive orders, including the January 2025 EO 'Reinvigorating America's Beautiful Clean Coal Industry.' No major federal coal-promotion legislation authored specifically by Luna has been enacted into law as of May 2026, though the broader legislative environment under Republican control has moved in the direction she has advocated.

Reducing Government Overreach and Promoting Transparency
Government Reform
✗ Broken
"Rep. Luna wants to end the corruption that plagues our system. She will support any ban on Congress or its employees becoming lobbyists to cash out after leaving office. She will also work to enact term limits for elected officials."
Gov. Record View Source ↗
Luna has taken documented action on government transparency and accountability during her congressional tenure, including leading the House Oversight Task Force on Declassification of Federal Secrets (appointed February 2025), championing the Restore Trust in Congress Act to ban member stock trading, introducing the Stop Secret Counseling of Students Act to increase school transparency, and censuring Rep. Adam Schiff in 2023 on abuse of power grounds. However, her record on the two specific commitments in her promise — banning the lobbying revolving door and enacting term limits — directly contradicts her stated position. On term limits: Luna pledged to support and cosponsor House Joint Resolution 12, the U.S. Term Limits resolution limiting House members to three two-year terms. When the bill was introduced in January 2025, Luna refused to cosponsor it. U.S. Term Limits responded by placing billboards in Florida's 13th Congressional District calling her out for breaking her pledge, with CEO Nicolas Tomboulides stating publicly: "She broke her pledge. The people of Florida deserve to know how Representative Luna is playing the D.C. game." On the lobbying ban: no legislation authored or cosponsored by Luna banning the congressional lobbying revolving door has been introduced in the 119th Congress as of May 2026. Her accountability actions in office are real and documented, but her two most specific anti-corruption commitments remain unfulfilled or actively broken.

Conflict of Interest / AFNR Investment
Government Reform
✗ Broken
"Public office cannot serve as insulation from accountability. If a member is accused of sexual misconduct, harassment or abuse of power, there must be a mechanism to address it promptly and transparently."
Gov. Record View Source ↗
Luna's July 2024 and August 2025 financial disclosures show she invested between $250,001 and $500,000 in America First Natural Resources LLC (AFNR), a private equity firm focused on oil and gas, founded and managed by donor Bruce N. Rosenthal, who has contributed more than $30,000 to Luna's campaigns and PAC since 2020. Luna's stake in AFNR represents the lion's share of her disclosed financial assets. Ethics watchdog groups including CREW and POGO raised concerns about potential conflicts of interest, particularly given that Luna sits on committees with jurisdiction over energy policy. Luna's office characterized her as a 'passive investor' and denied any conflict of interest. Notably, Luna simultaneously championed the Restore Trust in Congress Act to ban lawmakers from trading individual stocks, though her private equity investment would not be covered by that bill. No divestiture of the AFNR stake has been disclosed as of May 27, 2026.

Anna Paulina Luna is the U.S. Representative for Florida's 13th Congressional District, a Republican, first elected in November 2022 and sworn into office on January 3, 2023. Before entering Congress, she served in the U.S. Air Force as a security forces specialist and subsequently worked as a political commentator and conservative activist in the Tampa Bay area. She attended Palomar College and California State University San Marcos. Luna made history as the first Mexican-American Republican woman elected to Congress from Florida. She gained national attention in 2024 for employing a rarely used procedural mechanism to force a recorded vote on a motion to censure Representative Adam Schiff, and she has served on the House Oversight Committee with a focus on veterans' issues, border security, and government accountability.
